International experts back Pobal proposals for Irish Language Legislation
Tacaíocht Saineolach do mholtaí POBAL don Bhille
Dúirt naoinár do na saineolaithe is mó ar theangacha go bhfuil moltaí reachtaíochta a d’fhoilsigh POBAL, scátheagras abhcóideachta na Gaeilge, chun leasa go mór agus go tábhachtach don díospóireacht maidir le Bille Gaeilge, agus gur chóir glacadh leis na moltaí mar bhunús Acht na Gaeilge ón thuaidh. Shínigh na Saineolaithe uilig litir phoiblí a foilsítear inniu í.
Saineolaithe iad siúd ó ollscoileanna in Éirinn, thuaidh agus theas, in Alban, sa Bhreatain Bheag, i Sasain agus i gCeanada. Ar shínitheoirí na litreach, tá an tOllamh Colin Williams ó ollscoil Caerdydd, an tOllamh Dónall Ó Baoill ó Ollscoil na Ríona, an tOllamh Conchúr Ó Giollagáin ó Ollscoil Gaillimhe agus ó ollscoil na nGarbhchríocha is na nOileán, an tOllamh Linda Cardinal ó Ollscoil Ottawa agus an tOllamh Robert Dunbar ó Ollscoil Dhún Éideann.
Áiríonn na Saineolaithe gealltanas rialtas na Breataine i gComhaontú Cill Rimhinn, Acht Gaeilge a thabhairt isteach, agus an tacaíocht a thugann comhlachtaí idirnáisiúnta, leithéidí na Náisiúin Aontaithe agus Comhairle na hEorpa, don éileamh maidir le cosaint reachtaíochta don teanga ó thuaidh.
Dúirt Janet Muller, PF POBAL, ‘Tá muid thar a bheith sásta go n-aithníonn agus go dtacaíonn na saineolaithe seo le moltaí cuimsitheach POBAL mar an bealach is fearr chun tosaigh maidir le reachtaíocht Ghaeilge. Aontaíonn siad go dtabharfadh na moltaí seo an cosaint is fearr leis an teanga a fhorbairt go straitéiseach as seo amach. Eagras ceannródaíoch POBAL ar an cheist seo. Rinne muid comhairliúcháin leathan leis an phobal agus ghlac muid le comhairle saineolach sula d’fhoilsigh muid na moltaí comhaontaithe sa doiciméid Acht na Gaeilge TÉ Eisiúint 2 / The Irish language Act Issue 2. Críochnaíonn an comhairliúchán reatha ar 5 Bealtaine, agus ba mhaith linn daoine a spreagadh le freagraí dearfacha, ag tacú leis na moltaí POBAL mar bhunús an Achta, a chur isteach chuig an Roinn Cultúir, Ealaíon agus Fóillíochta.’

International experts support POBAL proposals for legislation
Nine of the world’s foremost authorities on language have signed a public letter to say that legislative proposals published by the Irish language advocacy organisation POBAL, make a major contribution to debate on an Irish Language Bill, and should be used as the basis for the Irish Language Act in the North.
The Experts are based in universities in Ireland north and south, in Scotland, Wales, England and Canada, and include Professor Colin Williams of Cardiff University, Professor Dónall Ó Baoill of QUB, Conchúr Ó Giollagáin of Galway University and the University Of the Highlands and Islands, Professor Linda Cardinal from the University of Ottawa and Professor Robert Dunbar of Edinburgh University. All the Experts note the commitment to bring in the Act given by the British government in the St Andrews’ Agreement and the fact that international bodies at the United Nations and the Council of Europe have also supported the call for legislative protection for Irish in the North.
Janet Muller, POBAL’s CEO said, ‘We are delighted that these experts have supported the comprehensive POBAL proposals as the best way forward for government to ensure that the Irish language is protected and that services are developed in a strategic way. POBAL has spearheaded the campaign for the Irish language Act and after comprehensive consultation with the community and with advice from experts, we published strong, rights-based consistent proposals in the document The Irish language Act Issue 2. The current consultation ends on 5th May and we should like to encourage the community to send in submissions to the Department of Culture, Arts and Leisure calling for the adoption of the POBAL proposals as the best way forward.’
